Public Works Director
The work involves responsibility for administration of public works programs to include water treatment, sewage collections, water distribution, storm/sewer management, streets beautification, and fleet maintenance. This position involves responsibility for adhering to budget, planning, and directing the activities and personnel of the various departments of Streets/Roads, Water Collections & Distribution, Fleet Maintenance, as well as supporting in activities of the Wastewater Treatment Plant operation. Manage these projects in a manner that exceeds our customers’ expectations and ensures that our work adheres to all company safety policies, OSHA mandated requirements and policies and procedures established by governing bodies we serve as well as associated regulatory agencies.
SUMMARY OF ESSENTIAL DUTIES AND RESPONSIBILITIES
• Plan, organize, direct, control and review the activities and operation of the various departments; oversees the day-to-day administration of the department activities including, construction, maintenance and repair activities assigned to the departments; assess community service expectations and requirements and develop appropriate methods to meet service requirements; ensure the maximum utilization of manpower, equipment, and supplies;
• Develop, plan, and implement departmental goals and objectives; develop, recommend, and administer approved policies and procedures; coordinate departmental activities with those of other departments and outside agencies and organizations; provide professional and technical advice and assistance to the Regional Director, City Manager, County Administrator, and/or Council Members on matters related to departmental functions; Prepare and present staff reports and answer questions;
• Be prepared to discuss project quality, client and team satisfaction, and cost savings measures during regularly scheduled and ad hoc project review meetings with the management; track and report weekly WO complete, added value, slippage, project effort and duration to complete and other key project details; keep an accurate risk tracking document with an associated plan to deal with current or potential job scope problems.
• Plan, organize, select, and supervise the work of departmental staff; coach, motivate, monitor, correct and evaluate staff performance; develop and implement staff training programs and plans; recommend employee recognition, discipline, and termination; ensure that corporate personnel policy and employee agreements are implemented and applied consistently within the department.
• Supervise and participate in the development of the departmental budgets; participate in the forecast of expenses and additional funds needed for staffing, equipment, materials, and supplies; administer the approved departmental budgets and ensures efficient and economical use of department funds, manpower, materials, facilities, and time.
• Assists with long-term recommendation plans for capital improvements; implements budgetary adjustments as appropriate and necessary for senior level executives.
• Represent the Company and participates in professional and public meetings and organizations as appropriate; attend staff meetings; participate in mandated training and staff development; respond to and meet with property owners, homeowner groups, business districts, and the public;
• Oversee and direct departmental office operations; maintain appropriate records and files; coordinate workflow; prepare reports, agenda items, memoranda, letters, and other forms of correspondence;
• Performs other related duties as assigned.

Knowledge of:
• Advanced principles and practices of public works operations administration and engineering, and the materials, methods, practices, and equipment used in the construction, maintenance, and repair of community assets, such as trees, parks, beaches, bridges, streets, storm drains, facilities, vehicles and equipment, water collection systems, wastewater treatment facilities, and refuse collection;
• Principles and practices of organization, administration and personnel management and leadership, particularly as applied to the analysis and evaluation of programs, policies and operational needs;
• Capital Project, development, construction, and maintenance;
• Principles and techniques of budget development and administration;
• Applicable Federal, State, and local laws, ordinances, codes, and regulations;
• Principles of leadership, supervision, training, and performance evaluation;
• Current technological and communication equipment and software applicable to the delivery of departmental services to internal and external customers;
• Occupational hazards and safety precautions necessary in the work;
• Modern office practices, procedures, methods, and equipment;
Ability to:
• Direct, plan and organize the activities of those comprehensive citywide/countywide service departments responsible for a broad range of public works activities such as, facilities, field and equipment maintenance programs and services;
• Analyze problems; identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals;
• Interpret and apply City/County policies, procedures, rules, and regulations;
• Develop and administer sound departmental policies and procedures;
• Stay abreast of new trends, innovations, standards, and guidelines in the applicable areas of public works administration, and facility, field, and equipment maintenance;
• Gain cooperation through discussion and persuasion;
• Select, supervise, train, and evaluate personnel;
• Prepare and administer a departmental budget;
• Develop and maintain a partnership with the Community in providing effective and responsive general services;
• Communicate clearly and concisely, both orally and in writing;

• Establish and maintain cooperative working relationship with those contacted in the course of work.
• This position may be required to work overtime hours as needed.
EXPERIENCE & TRAINING AND LICENSE/CERTIFICATE
• Experience: Minimum Five (5) years of experience in the design, construction, and/or maintenance in two of the following areas: roads and streets, municipal facilities (buildings, parking facilities, walkways), outdoor recreation facilities, water storage, treatment and distribution facilities, sewers and pump stations, storm water collection and disposal systems, wastewater treatment facilities, or high voltage electrical distribution systems, three (3) years must have included direct supervisory experience.
• Training: Completion of coursework leading to a bachelor's degree with major coursework in public administration, business administration, civil engineering, or a closely related field.
• License/Certificate: Possession of, or ability to obtain, an appropriate, valid Georgia driver's license is mandatory.
• Critical Workforce Leader: In accordance with FEMA/GEMA; Employees, in the event of a disaster, are considered disaster service workers and may be asked to respond accordingly.
